I have Fallout 4 on PS4 but want it on PC to mod and have fun etc. Will the GOTY edition go on sale any time soon? Does it usually go on sale during Halloween? If so, how much would the GOTY edition be on a sale typically? Thanks for any help.

A season pass gives you access to everything made within the "season". What a season is varies from game to game. It could be everything from withing a limited time, or every DLC the game has ever had. With Fallout 4, the season pass permanently gives you all the DLCs. Season passes (with likely few exceptions) are not temporary.
